White districts exist due to historical patterns of segregation and discrimination that have led to the concentration of white populations in certain areas. This segregation has been perpetuated by factors such as redlining, discriminatory lending practices, and social norms that have limited where people of different races can live. Additionally, white flight, where white residents move out of diverse areas into predominantly white neighborhoods, has also contributed to the creation of white districts. These factors have resulted in the creation and maintenance of racially homogenous neighborhoods and districts. **
